When you use SCL code with SAS/ACCESS software, functions in a WHERE clause are not passed to the database. Instead, the full query is passed to the database, which returns more results than expected.

The problem occurs when you submit SCL code similar to the following:

The log for this example will show that all results are returned because the WHERE clause did not pass the QTR() function. With SASTRACE options turned on, you will see that the WHERE clause contains a zero, as shown here:
